Subheading automatically adding Paragraph markers that cannot be removed.

Description

When adding a subheading, it is tagged as a paragraph and can not be changed.

Steps to Reproduce

Making new articles and adding subheadings

Modifying old articles in the new Plutarch, the same bug is occurring.

I believe I am having this same issue, with there being an additional line of space included beneath the subtitle where there is not supposed to be one. I have not tried it on different types of article, but can confirm that it is happening on the "Person" template.

The difference is most easily seen in the articles below, with the solid line appearing in different places.
