Hydromancy
The magical person has dominion over all forms and phases of water that they can see or feel. Early on, the person can cause water to freeze or evaporate in small amounts, change direction of water flow in low volumes. (ex. Walking on water or avoiding the rain). As they progress, they can bend and move water in larger volumes, such as redirecting rivers temporarily or launching pointed ice chunks out of a body of water. As the person begins to master this unique ability, they become hyper lethal – able to extract the sweat off nearby soldiers to form ice missiles, rework the entirety of a storm into razer-sharp rain, spawn ice-weapons and equip troops, turn a bath house into boiling skin-melting steam, and so on. They are even more incredibly dangerous at sea or in a boat, as it would be trivial to sink any ship in sight in various ways.
They cannot create water on their own but must find it in their surroundings. The water they can change must not other kinds of liquids (for example they cannot turn blood into ice, or wine into water) and be considered by most definitions “water.” The amount of energy to perform these actions increases with the scale of the action and decreases asymmetrically with mastery. When manipulating water in more intense ways, the magical person’s eyes often glow a radiant blue.
